1. Travail de repérage des curiosités touristiques que vous allez intégrer dans votre visite guidée.

    - Un guidage réel : -utiliser le vocabulaire approprié

                                -monuments en rapport avec le travail

2.  Choisir deux monuments ou deux/trois sites sur lesquels vous ferez des commentaires.

    - Il faut que la visite ne dépasse pas 1 heure.

    - Il faut se fixer un point de départ et un point d'arrivée imaginaires: 4 ou 5 curiosités qui peuvent vous paraître intéressant.

   -  Cohérence dans les parcours

                                       - au début de la visite , et à la fin de la visite, il faut compter les touristes. À la montée et la descente

                                       *  il ne faut  pas estimer le nombre. Il faut toujours compter

.La visite du musée du génocide a été organisée par l'Office Rwandais du Tourisme. Cela a été facilité par la collaboration de l' Association des rescapés du génocide. Cette tragédie qui avait endeuillé notre beau pays des mille collines.

.- Nous allons quitter l'hôtel pour nous diriger vers la colline de Gisozi où se trouve le musée. Gisozi est un quartier, dans l'Est de la ville, sur la colline surplombant la capitale, Kigali.

- Nous aurons à passer par les bureaux de l'Office Rwandais du Tourisme. Là, nous pourrons nous procurer des documentations écrites et photos du génocide.

- De là , nous sortirons du centre ville, en passant par le Centre Commercial de Nyarugenge.

- Je suis prèt á repondre à toutes vos questions. N'hésitez pas à demander d'éventuels eclaircissements.

.- À dix heures, exactes, nous allons nous retrouver, tous, à la terrasse de l'hôtel des Diplomate, tâchons d'être ponctuels. S'il vous plaît, les retardataires ne seront pas attendus. et respect des

. Combien sommes-nous? Tout le monde est là....

  Oh oui, je peux voir que tout le monde est là....oui, oui,oui

  Ok, ok, nous sommes 15, n'est-ce pas?

.De part la culture rwandaise et en mémoire et respect des victimes du génocide, le port des chapeaux est strictement interdit; les dames, veuillez être sures d'avoir mis des habits couvrant tout le corps,car tout ce qui est "mini" ou " collant" est considéré comme indécent. Il serait souhaitable si les dames avaient leurs têtes couvertes de foulards.

-Attention! soit dit en passant...Nier le génocide ou observer des réserves quant à son authenticité est une offense criminelle au Rwanda. Donc, veuillez á réagir avec conscience du contexte socio-politique.

- Un silence de quelque secondes sera aussi observé à un moment que je vous indiquerai.

. Pour des raisons de sécurité nationale, nous ne pourrons pas visiter.... à l'heure convenue, il serait plus risquant d'insister à observer le temps suivant le programme initial.

. Par contre, nous pouvons visiter....qui était prévue à une heure un peu tardive, et nous pourrons par après visiter les lieux...

. S'il y a parmi vous des personnes qui seraient intéressées par acheter certains objets d'arts comme souvenir du voyage, le magasin Kigali Décor, 5 rue de la Révolution, est un parfait endroit où vous pouvez faire votre choix....aussi le marché d'objets d'art qui se tient chaque mercredi, à l'école d'arts de Kigali...

- Oh là là, votre visite tombe juste au moment où dmain nous faisons le deuil national en rapport avec le génocide: c'est la semaine qui va du 6 au 13 avril de chaque année.

. C'est sûr que certains d'entre vous , sinon vous tous savez que le génocide avait été commis dans le contexte de la guerre au Rwanda de 1990 à 1994. C'est le 06 Avril 1994 que cette tragédie avait commencé, suite à la mort du président Rwandais du moment, Monsieur Juvénal Habyalimana.

. Du sommet de Gisozi, nous allons voir le lac Kivu. La tradition orale rwandaise attribue la création du lac au fait qu'une femme Nyiransibura avait lâché son pot à urine. L'urine qui s'est répandue a été à l'origine de la création du lac.

. Dans l'Est du pays, dans la région du Gisaka, les gens sont réputés forts en sorcellerie. Les habitants de cette région sont dits capables de se déplacer la nuit sur une sorte de cuvette, en s'envolant....Mais pourquoi ont-ils besoin de voitures pendant la journée pour leurs déplacements?

. -Que diriez-vous, si je proposais que nous  allions le soir au stade national, Amahoro, où une veillée en mémoire des victimes du génocide est tenue?

- Danses, chansons, expositions en rapport avec le génocide se font toute la nuit jusqu'au petit matin.

The article, on newtimes.dk, 28.02.2012 made mention of the fact that according to Director Vibeke Lenskjold, the clinic was started after concerns were raised by doctors around Denmark about the health of illegal immigrants.

Actually, letting someone rot in the streets just because he/she is an illegal immigrant is an act that would, in itself, amount to a moral crime against humanity. If dead dogs, cats, and any other health hazard have to be disposed with for the sake of an integral health environment, a human being , ipso facto, deserves much more care. And that, regardless of the status. Talk of humanitarian considerations...

L'article publié sur Jambonews.net, avait suscité beaucoup de réactions pour des raisons aussi diverses que légitimes ou, tout court, subjectives. Je comprends toutes les réactions. Mais le fait est que, par les temps qui courent, tout le monde qui se veut intellectuel et objectivement mu par l'intérêt de la nation devrait comprendre que mutatis mutandis comme disent les latinistes. En effet, nous sommes en mouvement, mus par des choses en pleine mutation. Nous vivons le temps des alliances mouvantes, et devons-nous nous souvenir que:" en politique, il n'y a pas d'ennemis permanents". Mais malheureusement, comme chez nous, nous ne faisons pas de politique mais des sales jeux de manipulation et combines politiciennes, nous avons du mal à mettre de côté notre ancienne personne rancunière. Nous sommes des milliers et des milliers à avoir subi, directement ou indirectement, les atrocités de la guerre du F.P.R . Moi même, suis originaire de Ruhengeli, et j'ai vécu les attaques du F.P.R . J'ai encore travaillé comme journaliste de l'Office Rwandais d'Information à Gisenyi, et je couvrais la région chaque fois que la population locale devait fuir vers Cyabingo, ou loin encore, à Vunga....Je dirais que Kayumba n'est pas innocent, mais si de deux maux il fallait en choisir le moindre, j'opterais pour lui par rapport aux autres qui restent de marbre. Accepter ne veut pas dire oublier, absoudre ou blanchir, mais il faut qu'une voie se trouve, cela restera un impératif, et tout le monde devra y apporter sa contribution.

The article was published in newtimes.dk, 25.5.2011. I don't have any apathy for religions because they believe in and talk about God just using different media for worship. A religion is just a social organisation that brings people of different race and culture together. It must not be a reason to divide people because we are one people created by God.

INTERVIEW WITH HELLE JØRGENSEN, MANAGER, CENTER AVNSTRUP

Rather tight reins

 

New Times: How often do you receive complaints form asylum seekers who are not happy with the way some of the other asylum seekers behave within the center ?

 

Helle Jørgensen: We almost always get complaints from other residents when there has been vandalism at the centre. The other residents are usually upset and frustrated because someone has chosen to smash things which are for the benefit of all residents. The vandalism makes the residents feel uncomfortable.

 

New Times: How do you handle these cases?

 

Helle Jørgensen: We always make a report on vandalism. Sometimes we report it to the police. If we know who did the vandalism, Danish Red Cross makes a claim against the person.

 

New Times: Sometimes, before the end of year 2010, an asylum seeker wrought havoc by completely , and violently destroying the computers, TV-sets in the reception lounge, windows and doors. How much did it cost to fix the damage?

 

Helle Jørgensen: The huge vandalism at center Avnstrup in autumn 2010 cost 55,000 dollars to repair(excluding computers)

 

New Times: Who payed for it ?

 

Helle Jørgensen: Initially, it is the center that pays for the damages, but, as previously said, Avnstrup has presented a claim to the offender.

 

New Times: What can be done to avoid this in the future?

 

Helle Jørgensen: The staff constantly tries to be aware if there are any residents who are in a really bad condition. If we see that an occupant is feeling bad, we try to support and assist the resident as best as we can.

 

New Times: What are your plans regarding campaigns, publications,debates or workshops to make asylum seekers more aware of their duties responsibilities towards fellow members of asylum community?

 

Helle Jørgensen: The staff speaks with the residents' council about the problem and hopefully through this channel we can spread the message to all residents that vandalism adversely affects all residents in the centre. Because of the economic consequences for the centre and in terms of deterioration of the situation for all residents. An example: When there is only one working computer left to all the residents the possibilities are limited. When we find out who did the vandalism we have serious conversation with the resident about the incident.

INTERVIEW WITH FIDEL, AN ASYLUM SEEKER FROM RWANDA.

Fleshing out

New Times: Have you ever lived or witnessed any case of misconduct by members of asylum seekers community?

Fidel: Personally, I have never been a victim of any violent behaviour. But somehow, people in the center get           disturbed by any act of violence being done within the center. For example, some times in December last year, in Avnstrup, someone broke computers, TV-sets, and smashed the offices' windows and doors. I remember when i was in Auderød, before being moved to Avnstrup, the police was very often called in for intervention. People were either fighting or making trouble by vandalising the facilities in the center, destroying the kitchen utensils, and purportedly loitering around the centre.

New Times: According to you, how bad can the impact of such behaviour be on the asylum seekers community?

Fidel: It just makes them more and more frustrated, as the majority of these asylum seekers come from war torn countries, most of them are suffering from trauma, and are still just trying to recover from such an unpleasing psychical predicament.

New Times: What do you think should be done by the asylum seekers, on one hand, and the asylum institutions' authorities, on the other hand, to avert such regrettable cases?

Fidel: A committee should be set up, aiming at advising people on the basics of conduct and behaviour in the center. Those with some notorious disruptive behaviour could be summoned by the disciplinary committee, and be strongly warned. Everyone coming to stay in the center should sign clearly stipulated internal rules and regulations. Meaning that no one would plead ignorant with regard to disciplinary measures subsequent to any eventual offence. And if possible, the government, through the Danish Red Cross should consider initiating some sort of anger manager course, as part of a conflict transformation.

When i was just a youngster, starting my secondary studies with the Roman Catholic Seminary for potential priests, our headmaster used to tell us to, always, remember that: " your freedom starts where other people's freedom ends"

We were too young to get to the practical meaning of such a philosophical thinking. Within the six years, I spent in that boarding school, I learnt about the fact that one should show concern with regard to observing rules and regulations in order to make each and every one feel comfortable living within the institutional system. 

One thing, the teachers used to say unanimously, was:" instead of always complaining about your rights, you should start thinking about your duties towards the community you are living in:"

In time, people find themselves in a specific social context, whereby their own behavior will, one way or another, impact on their welfare in general; as the society or the community is bound to observe some internal rules and regulations.

Home away from home

As a signatory to the UN convention of 1951, on the refugee status, Denmark observes like any other countries, members of the UN, a clear policy in terms of asylum issues. The Danish government has asked the Danish Red Cross to cater for the welfare of the asylum seekers while their cases are being processed. While they await the decision to whether their cases will be processed in Denmark, asylum seekers are placed in reception centres, and they receive money for the most basic needs, transport and accommodation. Later, most of the asylum seekers are moved to centres where they will stay while awaiting the outcome of their applications for asylum being processed by the immigration authorities. At this stage, asylum seekers get more substantial benefits in terms of  cash, and they also are given the opportunity to cook food of their own choice, or attending to any arising needs. And that this stage, most of the asylum seekers are nearing or are already in what is internally referred to as phase 2.

A typical refugee reception centre resembles a secondary school or a tertiary education campus. Three to four people may share a room, the same bathroom and toilet. In some centres, people meet in the dinning hall for breakfast, lunch or supper. Whereas in some other centers, they use the kitchen as a meeting place, as they gather there for cooking, or having a chat.

At Her Majesty's pleasure

Humanly speaking, everyone seeking asylum in Denmark could be regarded as a guest of Her Majesty the Queen of Denmark, under the auspices of official instances dealing with the refugee issues. Needless to say, for anyone  with common sense, being a guest of a certain society, he/she would be expected to comport him/herself well by observing some elementary sense of respect towards him or herself and the neighborhood, and more importantly the very institution dealing  with his or her political asylum case.

However, due to the simple fact that human beings are just humans and not perfect angels, ugly scenes of violence do happen, and some of the interested parties within the system must express their feelings and opinions with regard to the matter. 

Cases of misconduct are often brought to the attention of the relevant community leaders or supervisors. Then, even, paradoxical are cases of people wrecking-havoc within the very system under which they are seeking protection, and also, sadly setting a bad precedent for the fellow members of the same ethnical or racial group. 

Some of the cases of misconduct beat common social understanding, for instance, some time before the end of year 2010, in Avnstrup, one guy- for reasons known to himself- out of the blue, got into a fit of rage and vented all his anger on the center's facilities. He picked and smashed the computers in the reception lounge, hence denying fellow residents the chance to use the Internet for a whole week.

As if that was not enough, he went on breaking the television set in the lounge, smashing the windows and doors of the offices from the ground level to the third level of the 5 storey main building at the center.

If you live in a glass house, do not throw stones!

Within any social community, people are bound to some internal rules and regulations, necessary for the well-being of the members of the community they are living in. Asylum seekers should, naturally, bear in mind that, once living in reception centers under the care of the Danish Red Cross, this very institution, as an implementing partner to UNHCR and Danish Government, constitutes a kind of social surveillance radar.

So most crucial is the fact that the Red Cross officials report on some one's misconduct may prove to have a negative impact on the outcome of the dream desire of every asylum seeker, that is the positive answer to the asylum application.

So, asylum seekers should behave according to the rules and regulations, at least, for the sake of their own interest.

Heaven helps those who help themselves. Be clean and keep your surroundings clean, and you won't get ill.

The saying applies very well to people living in public institutions such as asylum centers. Serious health problems may arise as a result of negligence with regards to hygiene in the communal spaces such as kitchens, refectories and bathing facilities. Needless to mention that it is also of paramount importance to have a sense of personal hygiene. This should be an "instinct of self-preservation" inherent to our human nature.However,through my experiences in Sandholm, Auderød, and Avnstrup centres, i was brought to live the contrary. It is very disturbing to notice that in most of the centres the inhabitants relegate health issues to their second or third priority.

Most centre are big and accommodate hundreds of people from different backgrounds, with all the ensuing practical challenges in terms of health management. However, in Center Ebeltoft, the difference is striking. Center Ebeltoft is a small one , and was only recently reopened. It stands out in terms of smooth health care services, partly because the center is not full yet, and because the Red Cross staff join in and support the inhabitants of the center. On Wednesdays, a general cleaning session takes place, where every block is inspected by the Red Cross staff who  join in the cleaning and explain the usage of cleaning tools, practicing what they preach.

Karin Bowman, a nurse in the center has this to say:" The health staff are in control of the situation , and so far we have not encountered major problems:" But her colleague adds:" However, due to the fact that most of the people in the centre are waiting long periods of time during the processing of their cases, they subsequently become anxious and sometimes suffer from depression."

" In the abundance of water, the fool is thirsty." 

Developing countries in Africa have long suffered from insufficient medical professionals. In some parts of parts of Africa it is estimated that there are 50,000 inhabitants for each doctor. Doctors are scarce, but their services are also expensive. I remember during holidays from high school, i would ask about news from the community, and be told told that so and so died, the reason being that they could not afford the medical consultation. In most instances, hospitals and public health centers are distances away, and community members have to carry the sick person on a traditional stretcher.

The health services

There are health services in all asylum centres. Marianne Falk Nielsen, in charge of the Centre Ebeltoft clinic , said:" Health service is a right ". Hence she urges inhabitants of the centre to take full advantage of the facilities. The nurses are there from Monday to Friday. They are ready to provide help with injuries or urgent problems, and see to it that the sick person get an appointment with the doctor. A doctor treats the patients at the clinic or refers them to a specialist or the main hospital. In case the patient has to be referred to a psychiatrist or a psychologist, the patient receives three consultations. If the specialist thinks the patient requires more sessions, an application has to be sent to the immigration services. For example, in case of urgent dental care, up to 3.000 kr are provided, beyond that, the immigration services have to approve.

 

Right and responsibilities 

Asylum seekers may be generally unaware that they have the right to know the content of their personal medical journal. The health care staff keep a record of all consultations and one can get a copy of  the journal on request. Rights, automatically and naturally, imply duties.. When people are living in public centers, the risk of contamination is higher, and therefore the inhabitants must create a safe and healthy environment by respecting medical prescription and observing basic rules of hygiene. According to professionals, the inhabitants will suffer less from colds and flu if they take simple precautions such as properly covering themselves.

In centre Ebeltoft, many residents are concerned about tuberculosis. A recent survey showed that out of 100 inhabitants, 31 had latent tuberculosis and 2 people had active tuberculosis. Can you imagine the probable extent of risks due to such a health hazard if people in bigger centres like Avnstrup or Auderød were left unchecked? The centres do not provide quarantine where the sick ones can be isolated to prevent them from spreading the disease. The tuberculosis bacteria spreads through the air and is therefore hazardous to the surrounding communities as well.

 

Every one's responsibility

The health care staff try hard do deal with things in the right way, but they can not force people to undergo treatment. They can merely emphasize that people should behave responsibly , and do their best to prevent health risks and problems. In the Health Clinic in Ebeltoft, they share the general health information with the inhabitants, but as the saying goes" you can take the horse to the river, but you can not drink for it."
